The Division of Emergency Management is responsible for the four phases of emergency and disaster activity; mitigation, preparedness, response and recovery. Emergency Management activates the Emergency Operations Center where all emergency support staff gathers to provide systematic management of emergency incidents.  Emergency Management is also responsible for radio communications and tower infrastructure, the hazardous materials response team, and the technical rescue team.
