The Development Services Division is located at 501 South Commerce Avenue in the old county annex building in downtown Sebring and includes several departments: Housing, Planning, Zoning, and Code Enforcement. The Development Services Division exists to create a quality community life through comprehensive planning, a process that responds to the ever changing needs and values of Highlands County in new developments and redevelopment projects. The Development Services Division provides development reviews, performs inspections, enforces county codes, and certifies local contractors.
